Frequently Asked Questions About Trucking on Guam

Yes. Even though Guam is a U.S. territory, the island has its own customs regulations, which are enforced by the Guam Customs and Quarantine Agency (CQA). As a result, all shipments arriving on Guam must pass through customs—and include a commercial invoice that includes the shipment’s value. 

Note: Arriving shipments not intended for sale that arrive on Guam may be subject to use tax. For more information on Guam use tax, see the CQA website. 

For small parcel service, carriers such as the U.S. Postal Service, UPS, and FedEx all ship to Guam. That said, there are a number of retailers who won’t send orders to Guam, even though shipping service is available. If you’re running into that issue, make sure to check out our E-Ship program.  

Larger shipments travel to Guam via ocean freight or air freight. Several major steamship lines offer ocean freight service to Guam, including American President Lines (APL) and Matson. Air freight arrives either on dedicated cargo carriers such as Pacific Air Cargo or in the belly of passenger planes operated by airlines such as United Airlines and Korean Air

Due to Guam Customs and Quarantine Agency (CQA) restrictions, the following can’t be shipped to Guam:  

  • All food items, including things like dried food, spices, perishables, meats and liquids  
  • Narcotics and dangerous drugs   
  • Pornography   
  • Misbranded articles   
  • Hazardous articles, including fireworks   
  • Toxic and poisonous substances   
  • Endangered species and artifacts   
  • Rooted plants, flowers, soil, and fruits  
  • Non-DOT approved tires
